This study aims to develop a Literacy Needs Analysis Model for rural and remote Indigenous vocational education students who speak Standard Australian English as a second language/dialect. This will enhance these students’ ability to transition into further education/training or the workforce. The model will address their significant learning needs, enabling teachers to more accurately determine what they teach, how they teach and how to assess student learning in all literacy strands (reading, writing, speaking, listening, viewing). Teachers, other educators, indigenous students, their family and community members, and an Indigenous researcher will contribute to the study to ensure educational and cultural appropriacy.
